Summary

• add a protected JMH profile for complete RIICHI, GB, and SICHUAN table layout precomputation
• verify full wall capacity, occupied seats, deterministic geometry, and externally immutable wall buffers outside timed sections
• wire the profile into manual/label-triggered A/B and repository label provisioning

Validation

• intentionally not run locally; all build, smoke JMH, profile/config, and cross-platform validation is delegated to GitHub Actions
• this PR only establishes the trusted measurement surface; the production allocation optimization will be submitted separately after this merges
